A VPN routes your traffic through one server run by a company you choose to trust, giving good privacy at full speed. Tor bounces traffic through three volunteer-run relays so no single party sees both you and your destination, giving stronger anonymity but much slower speeds. They solve different problems.

Tor distributes that trust. Your traffic is encrypted in layers and passed through three relays, and no relay knows both who you are and where you are going.
